European cloud providers have matured significantly, offering credible alternatives for the majority of enterprise workloads — though capability gaps remain in specialised managed services.
This comparison audit evaluates AWS against two leading EU-sovereign cloud providers: OVHcloud (France's largest cloud provider) and Scaleway (Iliad Group, France). The assessment uses structured criteria to enable direct procurement comparison for European organisations with sovereignty requirements.
The question is not whether European alternatives can replace AWS entirely — for most organisations with deep AWS-specific service dependencies, they cannot. The question is which workloads can and should migrate to sovereign infrastructure, and what the trade-offs are.
